Harlow Borough Council, English Partnership and the East of England Development Agency are redeveloping the northern part of Harlow town centre to enhance the area as a destination for retail and leisure uses. Intelligent Space Partnership (ISP) provided a pedestrian movement analysis for the TCN masterplan, as part of the design team led by David Lock Associates.

A scoping study of movement issues was used to provide a pedestrian strategy for the design team in the early stages of the project. Once the design was further developed, ISP provided a spatial analysis of the DLA design was carried out using ISP’s pedestrian modelling software.
