In preparation for the 2003 Notting Hill Carnival , Westminster City Council commissioned ISP to review the crowd management plans for the region around the judging point at the Eastern side of the Carnival area. This area has a key role in Carnival, both as the highlight for carnivalists, and also as a major attraction for spectators.

The ISP report contains evidence and analysis from the last two years of Carnival to included information on the following key issues for the judging point area:

  • The design of crowd management facilities used in 2002 (especially barrier locations)
  • The pattern of pedestrian flows into and out of the area
  • The density and behaviour of crowds
